Leases the license for Azure AD users via proxy if there is a valid license attached for this user in the appsettings.json
Works in 'QopsProxyViaAzureAD' mode only (see QOps-SetConfig for details).
Once the license is leased, a user should activate it with the QOps-Activate command.
