A private sheet stays private when you build to Qlik Cloud
Building an application no longer makes its private sheets public.
A build rewrites the sheets in the application it writes to. Reading that application back afterwards recorded every rebuilt sheet as published, whatever it actually was, and the next build then published it for real. So the sequence build, prepare, build turned a sheet you had kept to yourself into one everybody with the application can see, without anyone asking for it.
Nothing is required of you. A repository that already holds Published: true for a sheet that should be private can be corrected by preparing the application once more and committing the result: the values written now are the ones the tenant actually reports.
